Kick-Off Meeting with Advisory Committee

Rex welcomed all to the meeting and introduced Jeff Smith from SEH. A signature sheet and a contact information sheet were circulated. Jeff presented a brief overview of the Agenda generated by SEH. It was noted that the Master Plan Update would be important to Rawlins and Capital Improvement Plan dollars.
Jeff handed out a notebook to each participant. He stated goals including the following:
. . . that the group understand and be comfortable with the plan
. . . that relationships are developed in the best interests of the airport
. . . that the process take place over a time period of six to eight months
. . . that the group be comfortable with the process
. . . that feedback is generated
He said that the process would involve five working meetings with the Advisory Committee as well as a final meeting. He asked that each participant review and provide feedback for periods of five, ten and twenty years.
Among the facts Jeff provided from information already learned about the Rawlins Airport:
. . . the amount of pavement is the most of any General Aviation airport in Wyoming
. . . there is a scheduled cargo carrier six day a week -- rare at GA airports
. . . that the largest business jets use the Rawlins airport
. . . that Rawlins has the busiest charter/air taxi business in the State
. . . that 800 acres is large for a GA airport
. . . that there is a precision approach for runway 4 – 22
. . . that the instrument approach is not always as good as it should be i.e. weather
. . . that the State is/will be conducting a study of approaches and that SEH will
use the State study in their planning
. . . that the plan must address the fact that bigger aircraft need bigger hangars
He said that when demands and needs are known, the information will be given to the Committee and the number one job will be to prioritize all projects for a 20-year period.

Jeff previewed each section of the notebook explaining the process, maps, diagrams, and illustrations. He emphasized the survey instruments for both airport users and the community. The discussion of the surveys generated considerable discussion regarding facility as well as other aspects of the surveys. It was emphasized that the City and County will benefit by receiving all GIS drawings, which can then be incorporated therein.
Pete, Grant and Steve presented the segment regarding an industrial park/business park. They had distributed handouts to illustrate their presentation. Among subjects discussed were major industries, economic development, appearance and reasonable projections that could include office space, hotels, and restaurants. Competing sites, land use, financing, as well as the FAA’s formal process regarding designated aeronautic land use including lighting and airspace. They also discussed an environmental study which "must be" done over a master plan.
Christy Yaffa, WYDOT-Aeronautics contributed throughout the meeting with explanations, requirements by the State as well as new guidelines being established. Airport classification, pavement analysis, role and service of State airports and "system plans" were among topics discussed. Safety, such as "over run areas" were discussed from the viewpoint of the State and the FAA.
Distribution of surveys and public notice of the Airport Planning process were discussed. SEH will provide samples.
